Country knowledge


The Latin American Knowledge (EIC) is an initiative arising within the framework of the Ibero-American Summit of Heads of State and Government, held annually since 1991.

During the Summit held in Salamanca in October 2005, the proposal of the President of the Spanish Government, Jose Luis Rodriguez Zapatero, the leaders agreed to "advance the creation of a Latin American Knowledge, oriented to the necessary transformation of higher education, and articulated around research, development and innovation needed to increase productivity by providing better quality and accessibility to goods and services for our peoples and international competitiveness in our region "condition. It also asked the General Secretariat (SEGIB), the Organization of Ibero-American States (OEI) and the Iberoamerican University Council (CUIB), to take the necessary steps to realize this space common knowledge in Latin America.

With the momentum of this new initiative was also to recognize, systematize and support a reality that the institutions of higher education came forging through intense and increasingly close cooperation, the result of major institutional efforts and based on a story, a culture and language that we share.


Following the mandate of the Heads of State and Government, the three regional agencies have advanced in the process of consultation and cooperation with a view to the creation of the EIC, based on the principles of gradualism, flexibility, quality, responsibility, multilateral-ism, solidarity complementary and mutual benefit. From an analysis of the situation of higher education and science in the region, they have been designing various initiatives to contribute from a regional perspective, improving the quality of higher education in our countries.
